The Sovereign Council assists the Grand Master in the Government of the Order.
The following are members of Sovereign Council:
a) the Grand Master, who presides;
b) the holders of the four High Offices and six Councilors.
c) the Prelate, who has no vote but provides spiritual guidance and advice
The Grand Commander and at least four other members of the Sovereign Council must be Professed Knights in Perpetual or Temporary Vows.
The four High Offices are appointed by the Grand Master but the remaining six councilors are elected by the Chapter General.
According to the Constitution, as the religious Superior and Sovereign, he must fully dedicate himself to the development of the works of the Order and to set an example of living by Christian principles, to all the members of the Order. He is vested with supreme authorities. Together with the Sovereign Council, the Grand Master issues the legislative measures not covered by the Constitution, promulgates government acts, manages Common Treasure assets, ratifies international agreements and the summoning of the Chapter General. The States with which the Order has diplomatic relations recognize the Grand Master with the prerogatives, immunities and honors reserved for Heads of State. The title of Most Eminent Highness is bestowed on the Grand Master, and, by tradition, Holy See confers upon him the rank of Cardinal. The Grand Master resides at the Order’s seat of government, the Magistral Palace.
The Grand Commander is the religious superior of the Professed Knights and of the Knights and Dames in Obedience. His duties include: spreading the principles of the Faith, supervising Priories and Sub-priories, compiling reports on the religious state and life of the Order, and seeing to the religious aspects of the activities of Professed Knights and Knights in Obedience. In particular, he is in charge of instructing the members of the Sovereign Order in the fulfillment of the religious principles of the Order. The Grand Commander also takes care of the Magistral Palace Chapel and the organization of pilgrimages. He acts as Lieutenant ad Interim in the case of the death or permanent incapacity of the Grand Master.
The Grand Chancellor and Minister of Foreign Affairs is the head of the executive branch. He is responsible for the foreign policy and the diplomatic missions of the Order. He is also the Minister of the Interior, in charge of the relations with the National Associations of the Order around the world. Under the authority of the Grand Master and the terms of the Constitution and Code; he is responsible for the representation of the Order to third parties, the carrying out of policy and the internal administration of the Order, as well as, the coordination of the activities of the Government of the Order.
The Grand Hospitaller’s responsibilities include the offices of Minister of Health and of Social Affairs and Minister for Humanitarian Action and Minister for International Cooperation. He coordinates and supervises the initiatives of the Grand Priories, National Associations and other Order institutions world-wide, all of which are involved in charitable and humanitarian actions, and ensures that Christian principles of care and human dignity are respected. The Grand Hospitaller is assisted by a Council composed of representatives of all the territorial regions where the Knights of the Imperial Order operate.
The Receiver of the Common Treasure – the Minister of Finance – directs the administration of the finances and the property of the Order in coordination with the Grand Chancellor, under the authority of the Grand Master and the surveillance of the Board of Auditors. He is responsible for drawing up the annual accounts, relating to the economic and financial state of the Order, submitting them to the Board of Auditors and to the Grand Master, with the advice of the Sovereign Council, for approval. Also with the advice of the Sovereign Council, he submits to the Grand Master for approval the acceptance of inheritances, bequests and donations, and the disposal and subsequent reinvestment of the goods of the Order. He manages and supervises the Magistral Postal Service and, through the Secretary General, the internal services of the Magistral household, the Personnel Office of the Grand Magistry, the Office of Technical Services and the superintendence of the Magistral Palace and related buildings. With the mandate of the Grand Master, the Receiver also supervises the administration of the organizations and works of the Order. He is the counter-signatory for acts of disposal or assignment and contracts which involve the property of the Grand Magistry and the Priories.
The Prelate is the ecclesiastical superior of the clergy of the Order in sacerdotal functions. He ensures that the religious and priestly life of the Chaplains and their apostolate are conducted according to the discipline and the spirit of the Order. The Prelate assists the Grand Master and the Grand Commander in their responsibility for both the spiritual life and religious observances of the members of the Order and in all matters concerning the spiritual nature of the works of the Order.
